The demographic time bomb

This refers to the fact that the average age of the workforce is increasing, creating thereby a shortage of younger workers. The latter are often preferred by employers for a number of reasons.

Young workers have completed their education more recently and are thus more up to date than older colleagues.

On the whole, younger employees tend to be more flexible in their attitudes and less resistant to change than older workers, who might have a vested interest in maintaining the status quo.

The family commitments of older employees are typically more extensive than for young people, so that older workers usually expect higher levels of remuneration.

Since young recruits have recent experience of the learning process (attending lessons, taking notes, concentrating on the key points of lectures, reading and absorbing instructional materials, etc.), they can usually be trained faster than older workers, who may have forgotten the basic techniques, of 'how to learn'.

The demographic time bomb will cause recruitment difficulties for firms wishing to engage young workers, and will create skills shortages in certain areas and occupations. Another consequence will be an oversupply of people in middle management and hence the need for more extensive outplacement procedures (see 12:9). Further effects of the demographic time bomb could involve the following.

Greater female participation in the labour force with employers offering women:

- financial assistance towards childcare;

- flexible benefits packages that allow them to trade off, e.g. pension rights against inc leased maternity leave and payments;

- guaranteed re-entry to jobs following time out from the labour force for child raising, etc.

Retraining of older workers in new technologies.

Greater equality of opportunity for young people from disadvantaged ethnic minorities.

A higher level of immigration of young people from other countries.

Higher wages and benefits for young workers, with employers competing for their services by offering training schemes, career development packages, large bonuses for remaining with a firm for a certain number of years, etc.
