Introduction

В отличии от многих вопросов в международной экономике, managing of capital account уделено крайне незначительное внимание. Как следствие этого, контроль над движением капитала сохранялся среди промышленно развитых стран длительное время. Лишь к 1980-м гг. контроль над движением капитала постепенно стал исчезать из государственного регулирования развитых стран мира. К началу 1990-х гг. требования снять ограничения на международные операции с финансовыми инструментами стали предъявляться уже к развивающимся странам и государствам с переходной экономикой. Однако кризисы конца 1990-х гг. воскресили потребность в использовании контроля над движением капитала и изучении его влияния на экономику.

As opposed to many problems in international economy, extremely little attention has been paid to managing of capital account. As a result the control over capital moving was preserved in developed countries for a long time. Only by 1980 the control over capital moving gradually began disappearing from the state regulation in developed countries. By the beginning of the 1990s requirements to eliminate the limits for international instruments were put forth to developing states with transition economy. However, the crises of the 1990 reanimated the demand of capital control and study of its influence on the economy.

Основные подходы к контролю над движением капитала (capital control) были разработаны в ходе Первой мировой войны, когда правительства стран нуждались в поддержании соответствующей налоговой базы для финансирования расходов военного времени. Сразу после войны контроль над движением капитала начал исчезать, но уже в период Великой депрессии в 1930-х гг. он прочно занял место в системе государственного регулирования.

The main methods of capital control were worked out during the I World War when governments were in need of support of an appropriate basis for finance expense of the war time.

Direct after the war capital control began to disappear, but during the Great Crash it took a firm place in the system of state regulation.

В течение всего периода существования Бреттон-Вудской валютной системы множество стран ограничивало сделки с финансовыми инструментами для того, чтобы справиться с надвигающимися трудностями платежного баланса. Однако вскоре обнаружившиеся издержки привели к постепенному отказу ведущих развитых стран от контроля над движением капитала.
