«We need to guard against destructive creation»

В статье «We need…» Бхагвати говорит о том, что мы должны научиться выявлять причины возникновения кризисов, изучить как можно больше уроков из финансовой нестабильности, чтобы предотвратить или хотя бы уменьшить риск повторения таких спадов в экономике.

-----In the article «We need to guard against destructive creation» Bhagwati states that we must learn to reveal the reasons of crises, to study as many as possible lessons from financial instability in order to prevent or to lessen the risk of repeating such recessions in economy.

Руководствуясь опытом по преодолению прошлых кризисов Бхагвати делает вывод о том, что в условиях финансовой нестабильности важно знать не то, что следует делать в данной ситуации, а что не следует делать. Данное утверждение Бхагвати подтверждает примером The Great Crash of 1929, когда не было особого опыта, сценария как преодолевать данного рода кризис.

------Following the experience of overcoming past crises Bhagwati comes to the conclusion that under financial instability it is necessary to know rather what not to do in the situation than what to do. Bhagwati confirms his statement by the example of The Great Crash of 1929 when there was no experience, no the scenario how to overcome the crisis of that kind.

В данной статье также рассматривается Asian financial Crisis. Причиной кризиса Бхагвати считает различные инновации, а именно переход растущих экономик к convertability of capital account. Автор призывает создавать отрицательные сценарии in order to predict the results of financial innovations. В этой статье Бхагвати возвращается к “The Wall Street-Treasury Complex”, который, как он говорит, берет в расчет только благоприятные сценарии от свободной мобильности капиталов.

---- In this article The Asian financial Crisis is also considered. Bhagwatyi believes that the reason of the crisis were various innovations, just exactly transition of growing economies to convertibility of capital account. The author calls to create negative scenarios in order to predict the results of financial innovations. In this article Bhagwati returns to “The Wall Street-Treasury Complex” which as he says takes into account only favourable scenarios from free capital moving.

Бхагвати в своей статье «Culture, Economics and the Financial Crisis» отмечает влияние культуры на экономику и финансовые кризисы. Принято было считать, что роль культуры маловажна в объяснении экономических процессов. Также отсутствие какого-либо развития списывалось на культурные ценности той или иной страны. Раньше было принято считать, что конфуцианство является тормозом развития, однако экономисты после успеха East Asia пришли к выводу, что конфуцианство наоборот оказывает положительный эффект для развития.

-----In his article «Culture, Economics and the Financial Crisis» Bhagwati notes the influence of culture on economy and financial crises. It was believed that the role of culture is not important for the explanation of economic processes. Besides, the lack of any development was explained by cultural values of this or that country. Earlier Confucianism was considered as a brake of development, but after the success of East Asia economists came to the conclusion that on the contrary Confucianism influences development positively.

Для представителей США бессмысленно на это обращать внимание – ведь «Америка не ощущает угрозы, поскольку распространяется ее культура».

------Bhagwati notes the experimental approach of the Americans technical innovations which are considered as solution of problems, while on the contrary, other countries consider them as the source. For the representatives of the USA is unreasonable to pay attention to it – because “America is not aware of the threat as it is its culture that spreads”.

Автору приходится лишь с сожалением констатировать, что тон в сегодняшнем мире задается Соединенными Штатами. США не понимают другие страны, которые считают , что экономическая глобализация может навредить их культурам, а также не видят смысла в создании специальных мер контроля для поддержки своих культур (самобытности) в условиях глобализации.

The USA doesn’t understand other countries which believe that globalization can do a lot of harm to their cultures and don’t see any sense in creating special measures of control for support of their individuality under globalization.

Кризис, который произошел в 2008 г. показал влияние культуры на поведение людей в период глобальной финансовой нестабильности. Американцы, которые наблюдали за разрастающимся кризисом были разочарованы тем, как неэтично руководители компании ведут себя в сложившейся ситуации, а именно пытаются как можно больше «выкачать» из компании денежных средств, которая находится и без того уже на грани банкротства.

-------The crisis of 2008 demonstrated the influence of culture on people’s behavior during the period of global financial instability. The Americans who watched the growing crisis were disappointed over unethical behaviors of companies trying to “pump” as much of money as possible out of the company which was on the verge of bankruptcy.

Итогом служит крах компании и вместе с тем потеря работниками своих рабочих мест. Хотя все мы были воспитаны на примере поведения людей во время крушения корабля, когда капитан вместе с бедствующим судном остается на борту, а пассажиры находятся в спасательных шлюпках. Данный финансовый кризис показал все с точностью до наоборот, руководители компаний оказались в спасательных шлюпках, когда как работники фирм остались на тонущем судне.

Though we all have been brought up on the example of people’s behavior during shipwreck when Captain together with the vessel stays on board and passengers are in lifeboats. This financial crisis has showed everything quite the contrary; managers of companies found themselves in lifeboats, while employees stayed on the sinking ship.

Бхагвати также акцентирует внимание на роли культуры в недавнем финасовом кризисе. Автор приходит к выводу , что именно прагматический характер американцев сможет сыграть решающую роль в преодолении данного кризиса.
