STRATEGIC PHASE
More than 1 week before flights
There are scientific estimations, statistics of flights, season flight distribution, global co-ordination, regional agreements are taken into consideration
Responsible unit – CFMU
Main tasks – early identification of problems, global
(international) planning and co-ordination, strategic development planning, enhancement of capacity and regular review of flight statistics and ATFCM procedures

STRATEGIC PHASE
Strategic Flow Management takes place seven days or more prior to the day of operation and includes research, planning and coordination activities
This phase consists of analysing the evolution of the forecast demand and the identification of potential new problems and in evaluating possible solutions. The outputs of this phase are the capacity plan for the following year, the Route Allocation Plans and sets of other plans that can be activated as necessary during the next phases

PRE-TACTICAL PHASE
From 6 to 1 day before flight
There are planning and co-ordination actions. Main decision – apply or not ATFCM measures
Planned flights are compared with available capacities of ATS system. FMP co-ordinates with FMD flow parameters and, in case of necessity, publishes ANM (ATFCM notification message)
Pre-tactical phase may contain regulation of route availability, investigation of system flexibility and opening of additional underloaded routes (requires publication of ANM)
