Findings from ShipNOdex project (focus on NOx emissions)
•Shipborne nitrogen loading can be up to 30 % of atmospheric nutrient loading in the Baltic area during summer months.
•2) In the Finnish EEZ total amount of shipborne nitrogen is
•56 000 t/a ( > 53 000 t/a from landbased traffic).
•3) 83 % of shipborn nitrogen in the Baltic Sea area has origin in the EU flagged ships (- Russia).
•4) As a source of nutrient loading there are differences in different kind of ships!

How to decrease CO2 emissions from shipping
•A global solution is needed to this global problem.
•75 % of the world tonnage is under the flag of developing countries (e.g. Panama, Liberia, Bahamas, Marshall Islands)
•A large proportion is controlled by companies owned by
•developed countries; about 40 % by EU companies
•Developing countries insist on applying the Principle of Common but Differentiated Responsibilities (CBDR) at the IMO
•The goal is a global Convention –How do we get the
•developing countries onboard?

IMO Measures
•Mandatory measures
••EEDI (Energy Efficiency Design Index) for designing
•new ships
••SEEMP (Ship’s Energy Efficiency Management Plan)
•Voluntary measures
••EEOI (Energy Efficiency Operational Index) an
•operative index for all ships
•Economic Incentives
••Emissions Trading Scheme; ”cap and trade”or
••International GHG-fund (GHG-levy)

GHG emissions conclusion
•Shipping must, however, participate in reducing emissions.
•If no agreement is reached at the IMO, the EU may require
•emissions reductions for shipping:
•CO2 emission reductions planned on EU level
•Air traffic -10% from 2005 level (in 2020) GHG-emissions trading scheme in place
•Ships -20% from 2005 level (in 2020). If now global agreement by 2011, EU based trading scheme (?)
•Any non-global requirements would distort competition
•and could lead to carbon-leakage.

Finnish state aid programme
•The Finnish state aid: Investment Aid to Vessels (in prenotification process).
•Purpose is to encourage Finnish shipping companies to include investments improving environmental protection in the building programme when completing a vessel order.
•The Decree serves as a national aid scheme for investment aid to vessels for the purpose of improving environmental protection.
