PREFACE

This Defence Standard supersedes Def Stan 00-60 (Part 1)/Issue 1 dated 10 May 1996

iThis Part of the Defence Standard defines the Ministry of Defence (MOD) application of Logistic Support Analysis (LSA) and LSA Record (LSAR), in the procurement and through life of defence materiel.

iiThis Standard has been agreed by the authorities concerned with its use and is intended to be used in all future designs, contracts, orders etc and by amendment to those already in existence. If any difficulty arises which prevents application of the Defence Standard, the Directorate of Standardization shall be informed so that a remedy may be sought.

iiiAny enquiries regarding this Standard in relation to an Invitation To Tender (ITT) or a contract in which it is incorporated are to be addressed to the responsible technical or supervising authority named in the ITT or contract.

ivThis Standard has been devised for use of the Crown and its contractors in the execution of contracts for the Crown. The Crown hereby excludes all liability (other than liability for death or personal injury) whatsoever and howsoever arising (including, but without limitation, negligence on the part of the Crown, its servants or agents) for any loss or damage however caused where this Defence Standard is used for any other purpose.

vThis part of the Defence Standard is based on the discontinued United States (US) Military Standard MIL-STD 1388-1A & 2B. Historically the MIL STDs have been the source documents used for the application of LSA and LSAR in relation to the procurement of materiel.

Section One. LSA & LSAR

0 Introduction

0.1 LSA is the principal tool of ILS. It is the primary means by which the objectives of ILS are achieved and its activities consist of a series of analytical tasks which:

(a)Cause logistic support considerations to influence the design of the equipment.

(b)Identify support issues, readiness requirements and cost drivers as early as possible in the equipment life cycle.

(c)Define logistic support resource requirements for the life of the equipment.

(d)Develop a logistic support database called the LSAR for use in the through-life equipment support management of the equipment.

0.2 This Part of this Defence Standard is to be read in conjunction with Part 0 of this Defence Standard.

1 Scope

1.1 This Part of this Defence Standard is intended for application in accordance with Part 0 of this Defence Standard. It describes the MOD requirements for LSA and LSAR.

2 Related Documents

2.1Reference in this part of this Defence Standard to any related documents means that in any ITT or contract, the latest issue and all amendments at the date of such tender or contract shall be used, unless a specific edition is indicated in Part 0 of this Defence Standard or in the contract.

2.2A list of related documents that are applicable to implementing LSA will be defined in the contract.

2.3The documents and publications referred to in this Part of this Defence Standard are detailed in Part 0 of this Defence Standard.

2.4A list of sources to obtain copies of related documents is detailed in Part 0 of this Defence Standard.

3 Definitions

3.1 A glossary of terms is included at annex A to Part 0 of this Defence Standard.

4.1 A list of abbreviations is included at annex A to Part 0 of this Defence Standard.

5 Application

5.1LSA shall be applied to all projects in accordance with this Defence Standard. However, the degree of implementation will be dependent on the project phase, the level of design freedom and technical complexity of an equipment. Tailoring of the LSA tasks and the LSAR requirements are mandatory (see clause 8). The LSAR shall be tailored to the level and depth consistent with the LSA requirements and also the in-Service support management information system requirements.

5.2LSA requires the establishment of stringent management procedures to achieve the objectives described in clause 0.1. Support planning parameters shall be identified to quantify the progress of the LSA process. The supportability of design options shall be assessed and influenced, and the whole life-cycle cost shall be balanced against performance in identifying the optimum support solution. LSA can also be used to verify the support solution adopted once the equipment has entered service.

5.3The application of LSA is achieved by the selection of LSA tasks and subtasks. These tasks and subtasks are defined at annex A.

5.4The LSA process generates data, some of which shall be held in a LSAR. This Defence Standard describes the LSAR in relational form although there may be circumstances where LSAR information can be provided in other forms. Part 0 of this Defence Standard contains the business rules, relational tables and data elements that, unless specified in the contract, shall be used in meeting the LSAR requirements of this Defence Standard.

5.5A LSAR shall be developed as the central repository for logistic data for the equipment. The LSAR shall be created and maintained as specified in the contract.

5.6The contractor shall update LSAR data to reflect changes resulting from:

(a)LSA activity.

(b)Design and LSA reviews.

(c)Logistic support improvements or the correction of deficiencies discovered through analysis of test results or by the verification of LSAR data.
