INTEGRATED LOGISTIC SUPPORT
PART 21: MOD PROCEDURES FOR INITIAL PROVISIONING
Section One. General
0 Introduction
This part of this Defence Standard describes the MOD policy and procedures for conducting Initial Provisioning (IP) which is a sub-discipline of Integrated Supply Support within the overall discipline of Integrated Logistics Support (ILS). It shall be read in conjunction with Parts 0, 10 and 20 of this Defence Standard and with AECMA Specification 2000M (S2000M).
1 Scope
Integrated Supply Support Procedure (ISSP) shall be used in all aspects of Defence Equipment procurement. This Part of this Defence Standard is to profile the IP procedures of S2000M, Chapters 1A and 1C, for use by MOD and its contractors.

4 Contracting for IP
4.1Contractual requirements for IP are a component of contracting for ISSP described in Part 20 of this Defence Standard.
4.2IP Guidance Conferences. Requirements for guidance conferences are covered in Data Item Description 4001 and Part 20 of this Defence Standard.

5 IP General
5.1Within the ISSP, the IP procedures are the first step in the formal process for the acquisition of initial spares to support defence equipment. The procedures define the detailed methods by which the initial spares support requirements of defence equipment are identified, listed and presented to the MOD Integrated Logistic Support Manager (MILSM).
5.2IP Implementation - Requirements for Agreement Between MOD and Contractor. The IP process and supporting procedures will be tailored on a project specific basis and requirements agreed between the customer and the Contractor. The following are MOD preferred interpretations:
5.2.1Long Lead Time Items - Part Number Initial Provisioning List (IPL) Presentations (Alternative Method). MOD will expect a Part Number orientated IPL when, because of the Production Lead Time of an item, it is necessary to place IP orders early in the project life cycle, and the provisioning programme using the Catalogue Sequence Number (CSN) orientated IPL (Basic Method) allows insufficient time.
5.2.2Size of IPL. Any IP Project Numbering system that provides a high degree of flexibility in handling the large amounts of data flows will be acceptable. Any such system should take into account:
(a)Each CSN-orientated IPL shall contain a maximum of 5000 lines, unless otherwise identified in the Supply Support Plan.
(b)An IPL may consist of a number of IP Project Numbers (IPPN).
(c)An IPPN shall be discrete to the Contractor holding the relevant System Design Responsibility.
(d)For individual equipments, the content of a single IPPN presentation shall relate to the content of the IPC for that equipment.
5.2.3Illustrations. The medium by which illustrations should be provided, to support Draft and Master IPL, will be stated in the Supply Support Plan.
5.2.4Pre-Assessment Meetings (PAM). The MOD will provide a chairman for the PAM and expects that, under normal circumstances, the duration of each PAM should not exceed 5 working days.
5.2.5IP Timescales. If the timescales for the conduct of IP vary from those published in S2000M, revised flow charts will be provided by MOD in the Supply Support Plan, eg the need for the deferment of quantification-modelling and order-placement.

5.2.6Compilation of Data. The IPL and illustrated parts data shall be compiled to the baseline build standard of the first production equipment to be delivered.
5.2.7Level of Breakdown. The level of breakdown will depend on the nature of the project or equipment. The level of breakdown shall enable all items, except those within a discrete assembly subject to its own maintenance concept, to be identifiable at least by Part Number.
The level of breakdown for a discrete assembly with its own maintenance concept should only be that appropriate to meet its approved maintenance policy; any variations will be stipulated in the Supply Support Plan.
5.2.8Parts Data Commonality. Parts Data Commonality shall be project based unless agreed otherwise.
5.2.9Items Listed in Separate Figures. For chapterized presentations, the MOD requirement is that different types of items shall be presented in Sub-Sub-System 0, with Unit Numbers as follows:

The allocation of Figure Numbers for items within the individual units shall be decided by the Contractor which has the relevant System Design Responsibility for that sub-sub-system. For Separate Initial Provisioning (SIP) presentations, the allocation of Figure Numbers for the item types shall be consecutive, following on from the last figure in the equipment breakdown. The sequence of the item types shall be maintained but no gaps in the figure allocation shall be left for types not applicable.
5.2.10Distribution of Illustrations. Illustrations shall be despatched in the medium agreed and recorded in the contractual documentation. Where this medium is hard copy, they shall be batched by IPPN and shall have a cover adequately identifying, as a minimum: the IPPN, Issue Standard, Subject, Model Identification, Chapter and Transmitter of Data. Illustrations shall be despatched in sufficient time to ensure that they arrive within 48 hours of receipt of the IPL to which they refer. To save time, copies shall be distributed direct to the various agencies involved in the review of IP data, not to a single point as with IP messages. The number of copies required and the distribution list will depend upon the project and will, therefore, be specified in the Supply Support Plan.
5.2.11Illustration Control Number. To allow common use of illustrations, Illustration Control Numbers shall be derived from a basis of S1000D linked to the LSA Control Number (LCN).
