Section 3. Cross Reference Between Def Stan 00-60 and S2000M IP Data Elements

7 Data Management

A cross-reference list of relevant S2000M IP Data Elements and Text Element Identifiers (TEI), and the LSAR Data Element Definition (DED) Dictionary is at annex D to this Part of this Defence Standard. Where CAGE is used it shall be taken to mean NSCM through Parts 21 to 26 of this Defence Standard.

8 Data Element Categories

Each data element within each message is shown as either Key, Mandatory, Conditional or Optional, Not Used, Not Present which are defined as follows:

(a)Key Data (Key) - Data elements which are essential for accessing data in the system to which the message is addressed. Key Data elements are mandatory.

(b)Mandatory (M) - Data elements which must always be present in the message.

(c)Conditional (C) - Data elements which are present/absent subject to the conditions specified within the essentiality column of the annexes.

(d)Optional (O) - Data elements which do not have to appear, but can be used if desired.

(e)M/n, C/n or O/n - signifies that a mandatory, conditional or optional data element is repeatable up to n times.

(f)Not Used (NU) - identifies that the data element will not be used when contracting with MOD. If a Contractor includes a data element that has been identified as NU, within a transaction, the message will not be rejected; however, the data element will not be processed with the Customer’s application.

(g)Not Present (NP) - identifies that the specified data element shall not be present within a transaction. If a Contractor includes a data element that has been identified as NP, within a transaction, the message will be rejected and the appropriate ERRNLT message sent (For further details of ERRNLT messages, refer to S2000M Appendix 2, Annex F).

9 Disposal of Equipment

This paragraph covers the disposal of equipment that is the responsibility of CDP or the PAOs and is unsuitable or no longer required. A disposal Plan is to be agreed with the contractor at the outset of the project which should include the following aspects:

a. Disposal risks and Life Cycle Cost implications of hazardous equipment returned to Industry for disposal. These should be included in the Project Management Plan.

b.Health and Safety regulations, including those relating to disposal of packaging materials.

c.Consultation on opportunities for reuse or recycling of disposed material.

Statement of Work - Supply Support Aspects - Example Outline

A Statement of Work will normally be provided by the MOD. However, subject to the terms of the contract, it may be prepared by the contractor for agreement with the MOD. The following tasks would normally be included but the list is not exhaustive.

C.1 S2000M Data Elements. The specified data elements shall be provided in accordance with the MOD Data Selection Sheet.

C.2 Deliverable Data. The contractor shall prepare and deliver IP data in accordance with the CDRL and S2000M as profiled by this Defence Standard.

C.3 Supply Plan

C.3.1 General. A Supply Plan shall be prepared and delivered, as part of the Integrated Support Plan (ISP) identified in Part 0 of this Defence Standard, in accordance with the contract. The Supply Plan will normally include the management process, and delivery arrangements and timescales for the materiel, provisioning documentation and technical drawings.

C.3.2 Structure. The Supply Plan shall be structured under the following headings:

C.3.2.1 The Contractor's supply departmental management system, including a general description of key personnel and departmental organization.

C.3.2.2 If a Contractor's Spares Package (CSP) is provided:

(a)The provisioning methodology.

(b)Ranging and scaling calculations.

(c)Database parameters and software programs utilized.

(d)How long it is to last.

(e)Level of support provided.

(f)When it is to be delivered.

(g)How details will be provided and in what format, eg Standard IP documentation.

(h)How shortfalls are to be made good.

(i)How usage data is to be exchanged.

(j) The composition of the CSP by item, range and scale. All items shall have a full description and labelling as detailed at Clause C.6.

C.3.2.3 IP, including NATO Codification, procedures and documentation as detailed at Clause C.7.

C.3.2.4 Reprovisioning procedures and documentation as detailed at Clause C.9.

C.3.2.5 Quality control, audit procedures and documentation.

C.3.2.6 Engineering drawing provision as detailed at Clause C.10.

C.3.2.7 Sub-contracting procedures.

C.3.2.8 Any other relevant management process.

C.3.2.9 All equipment, procedures and programs necessary for the MOD and the Contractor to exchange supply information, data and engineering drawings (see also C.10).

C.3.2.10 Details for the delivery of supply items to meet the delivery and deployment programme for the defence equipment or materiel.

C.3.2.11 Any additional contractor information.

C.4 Through Life Support. The Contractor shall show that he can provide Supply Support for the in-Service life of the defence equipment or materiel.

C.5 Contingency Requirements. The Contractor shall demonstrate how, after appropriate negotiation, he would accelerate delivery and increase quantities of spares to meet any contingencies that might arise.

C.6 Labelling. All spares shall conform to the labelling requirements of Def Stan 81-41 and DEFCON 129.

C7 Provisioning Documentation. Provisioning Documentation shall consist of Long Lead Time Item Lists, Initial Provisioning Lists (IPL) and CSP. The contractor shall draw to the attention of the MOD those cases where provisioning documentation already exists but the format does not conform to S2000M.

C.8 Provisioning Conferences. The contractor shall propose arrangements for Provisioning Meetings/Conferences, including Pre-Assessment Meetings.

C.9 Reprovisioning (RP). RP shall be conducted in accordance with S2000M. Messages shall be interchanged by means of an EDIFACT sub-set.

C.10 Engineering Drawings. The Contractor shall provide two sets of engineering drawings in a format, medium and timescale to be agreed.

C.11 Illustrated Parts Catalogue (IPC). To support the equipment, the Contractor shall provide data and illustrations which enable parts to be identified. The preferred method of achieving this is as part of the Electronic Documentation suite. Where this has been specified/ Parts 10 and 11 of this Defence Standard shall apply. Where this is not cost effective, the contractor shall provide a full suite of IPC or, alternatively, data and illustrations as specified in S2000M to enable MOD to produce an IPC suite. The IPC material shall comply with the requirements listed in the Documentation Plan.

Contract Requirements

When Defence Standards are incorporated into contracts users are responsible for their correct application and for complying with contract requirements.

Revision of Defence Standards

Defence Standards are revised when necessary by the issue either of amendments or of revised editions. It is important that users of Defence Standards should ascertain that they are in possession of the latest amendments or editions. Information on all Defence Standards is contained in DEF STAN 00-00 (Part 3) Section 4, Index of Standards for Defence Procurement - Index of Defence Standards and Specifications published annually and supplemented periodically by Standards in Defence News. Any person who, when making use of a Defence Standard encounters an inaccuracy or ambiguity is requested to notify the Directorate of Standardization without delay in order that the matter may be investigated and appropriate action taken.
