Section Two. Contractual Supply Support Elements

4 Principles and Standards for ISSP

Principles and Standards for ISSP are detailed in Part 0 of this Defence Standard. In order to improve international standardization, and to enable contractors without full S2000M systems to trade with MOD, the Electronic Data Interchange (EDI) standard to be used shall be UN/EDIFACT unless the native S2000M EDI is agreed in the contract or Interchange Agreement. Separate EDI arrangements exist for NATO Codification as detailed at Part 22 of this Defence Standard.

4.1 Relationship of ISSP to S2000M. ISSP identify those aspects of S2000M which MOD has tailored to meet its generic requirements. Tailoring is a requirement of S2000M, which presents options for users to select. Further tailoring within this profile may be required for individual contracts. Guidance on tailoring is given at clause 6 of this Part of this Defence Standard. ISSP also identify those occasions when MOD has introduced a variance from S2000M to enable compatibility with other logistics standards.

4.1.1 Duplication of S2000M Content in ISSP. In general, in order to avoid excessive configuration management difficulties, S2000M content has not been duplicated in ISSP. However, there are occasions, particularly in Parts 23 - 25, where it has been necessary to include information already published in S2000M in order to describe a complete process without causing complication and confusion.

5 Contracting for Supply Support

5.1 Contractual Documentation. The Supply Support elements which will be included in the contractual documentation detailed in Part 0 of this Defence Standard are as follows:

(a)Supply Support Plan. The Supply Support Plan provides the Supply Support elements of the Integrated Logistic Support Plan (ILSP), described in Part 0 of this Defence Standard, which will be updated during the project. An example outline of a Supply Support Plan, identifying typical areas that may be addressed, is at annex A.

(b)Use Study. The Use Study, as described in Part 0 of this Defence Standard, will provide the basic information that each tenderer will need in order to plan for ILS. annex B outlines typical Supply Support areas that may be addressed.

(c)Statement Of Work. The aim of the Statement of Work (SOW) is described in Part 0 of this Defence Standard. Supply Support areas to be addressed in the SOW will depend upon the nature of the project. For guidance, aspects of Supply Support that may be included are listed at annex C.

(d)Guidance Conferences. S2000M includes reference to a Guidance Conference at which requirements relating to IP are agreed as a preliminary to commencement of activity. The

requirement for holding Guidance Conferences, and the conditions under which they are to be held, are defined in Part 0 of this Defence Standard.

5.2 Guidance on Identification of Versions of ISSP/S2000M to be quoted in Contracts

5.2.1Identification of S2000M Versions. The version of S2000M to be used shall be stated in the contract; this shall include identification of ISSUE, REVISION, and CHANGE PACK. Only in exceptional circumstances should individual changes, from a Change Pack, be adopted in isolation. S2000M configuration control is detailed in Chapter 1 of S2000M.

5.2.2Identification of ISSP Versions. The version of ISSP to be used shall be stated in the contract. ISSP versions are identified by the Issue Number of the relevant Part of this Defence Standard.

6 Guidance on Tailoring of ISSP

6.1General. S2000M is a comprehensive specification for materiel management. It contains a number of options which have to be tailored to fit a customer/contractor application; options may vary from the adoption of national-specific features, to the agreement of the ‘conditionality’ of a data element, and even to the adoption of selected data elements only.

6.2Extent of Tailoring. Whilst ISSP represent the first level of S2000M tailoring for the UK, further tailoring will vary considerably depending on the requirement. Decisions will be based upon cost-efficiency, and will take into consideration both the materiel or service being procured, and the need for conformity with other procurement programmes. Factors influencing tailoring are:

(a)Project Type (ie Platform/Equipment; Major/Minor Project).

(b)Procurement Type (ie Developmental Item (DI), Non-Developmental Item (NDI), Commercial Off The Shelf (COTS), Government Furnished Equipment (GFE)).

(c)Procurement Phase (ie Production (Initial Provisioning), In-Service

(Re-provisioning)).
