In this three-frame sequence shot by Richard Toronto in Vallejo, California, on November 16, 1977, camera was moved progressively to right with each successive shot. The “heads” and “tails” appear to be the product of movement in the objects. The second frame reveals a part of the first, larger “school” of phenomena. The last frame shows a small group to the right of the main group. Kodak laboratory said that these images were probably “finger marks.”

JIMMY CARTER’S CLOSE ENCOUNTER?

This photo was shot as then President Jimmy Carter took off from the signing of the Panama Canal treaty in Panama City, June 17, 1977, 2:20 PM. Professional photographer, Linda Arosemena, did not see anything in the sky and only discovered this critter after normal film development. The photo was taken with a Nikon camera equipped with a motordrive, using Kodak TRI-X black and white film, at 1/250 sec., f/16. This photo appeared in Panama’s Star & Herald. The Star & Herald reported local UFO activity in the area on the previous day.

APPENDIX II

THE WORK OF LUCIANO BOCCONE

(Written 1989)

As the years passed from 1957 and my writing of They Live in the Sky, I received considerable mail from all over the world. The substance of my theories and my pioneering photographic work influenced more and more people. Time bore me out in my identification of UFO phenomena in general, as

being inseparably bound to the etheric world and impenetrable without such knowledge. Perceptive people saw the merit and truth of my pioneer work, and wrote to me in the kindest terms.

Dealing with such a correspondence became impossible. By the late 1970s, with The Cosmic Pulse of Life having been published in 1976, I did not even have sufficient time to read through some of the long letters I received. One such letter, from Genoa in Italy, I did read, many times over and with burning interest.

My correspondent and soon-to-be ally and co-worker was Signor Luciano Boccone, an executive with a metals fabricating company. I reproduce Boccone’s letter here in its entirety, with all its important implications for this revised and enlarged edition of The Cosmic Pulse of Life. Readers will thus experience the same impact from this letter as I received back in 1979:

Boccone and his group published many of their photographs in Boccone’s remarkable book, UFO— La Realta Nascosta (The Hidden Reality), produced by Ivaldi Editore in Genoa. This handsome and compelling book is to my knowledge available only in the Italian language. The photographs in the book, from three independent sources, nevertheless tell a story for which words are not necessary. Three groups of workers in different parts of the world, unconnected with and unaware of each other, obtained infrared photographs of the same invisible objects in the skies of planet Earth. My pioneering work of more than 30 years ago was “on track.”

Nobody in my experience was more appreciative of my pioneering work than Boccone. He understood completely the sacrifices required to pave the way for his own work. I retired from ufology by 1979, became fully engaged in weather engineering, but nevertheless found myself eager to assist and perhaps guide these enterprising Italians and their bold leader.

I began working consultatively with Boccone’s group. They became my hands and feet on another continent. I could work with them as though they were Americans, because of Boccone’s incredible mastery of English—right down to the subtlest nuances. Progress was spectacular. An abundant harvest of new evidence was obtained, all of it utterly destructive of the old order. At present, publication of this work would be an overdose for our decadent era, but the world will see it all someday.

The sudden, shocking death of Signor Boccone from a massive infarct in 1981, removed this radiant and dynamic man from our midst. His passing in the prime of life, and at the helm of an historic enterprise, was a tragedy of appalling impact on our lives. When humankind ceases watching the basketball games and other mindless entertainment, and takes charge of its etheric tomorrow, Luciano

Boccone will be in the pantheon of the new world’s heroes.

Reproduced here is a small collection of the Boccone—GRCU photographs that I am authorized to publish with this edition of The Cosmic Pulse of Life. This work adds an independent verification of my own labors—a verification that was unavailable when this book was originally published in 1976. Boccone and his group have moved us manifestly closer to the truth of the UFO mystery, which lies in the etheric, invisible, interpenetrating worlds around us. Through this Appendix, I am proud to have Luciano Boccone permanently associated with me.

Dear Mr. Constable:

I wonder whether this letter will ever reach you, as I do not know your precise address. I hope you will receive it, anyway, and honor me with a reply, meeting our keen expectations.

I am the President of GRCU, an Italian UFO Research Group which has been operating for five years in the coastal area stretching to the west of Genoa. The scope of activities of our Group is to study both the far-off past and present UFO phenomena and to inquire into the mysterious UFO noumena that our instrumental research work reveals to us almost every day.

GRCU Arenzano has 25 members: some of us are holders of degrees in mechanical, electrical engineering, and literature; most are non-graduate engineers, scholars of archaeology, astronomy, geology, optics, physics, photography, ethnology, glottology. All of us have made ourselves acquainted with the UFO phenomena either by direct experience or through the current UFO literature. Our direct experience includes the instrumental research work that we have been performing in the infrared range of the spectrum since 1976, which thoroughly confirms your statement about the invisible state of the UFOs. Our library contains as much as 400 selected books in Italian, English and French, recounting the whole UFO story since Arnold’s sighting in 1947 and earlier. Personally, I have been studying the UFO phenomena since that year, when I was 19 years old.

I am a member of CUN-Centro Ufologico Nazionale, Italy’s major center for UFO studies, and a contributor to CUN’s official magazine “Notiziario UFO” (“UFO News”). I also contribute to the magazine “Il Giornale dei Misteri” (“The Journal of Mysteries”) which is published by a Florentine UFO Research Organization, dealing with UFO phenomena dating back to hundreds of years ago. Recently, I wrote two articles, one for “Notiziario UFO, March, April, May 1979, reporting on the

first two CE4K experienced by a Genoese watchman and discussing the contribution of the narco & hypnoanalysis to the correct interpretation of such encounters, and one for “GdM,” describing in detail the striking resemblance between certain basreliefs of “grenades” and “brooms” in the Palace of the Duke of Urbine, Italy, dating back to the XIVth century, and the spacecraft that has been reconstructed by J.F. Blumrich on the basis of Ezekiel’s visions in 593-563 B.C.E. and the visible and invisible “critters” and “constructs” that can be seen or objectified today all over the world.

Together with CUN Prato and CORU La Spezia, GRCU was the third Italian UFO Research Group to start doing three years ago some concrete research work in the infrared field, that is to say, we were among the very first UFO organizations in Italy to take still pictures of UFOs directly from the invisible state, both in desert and built-up areas.

Our research methods involved since the beginning the use of standard instruments, such as Geiger counters, precision magnetic compasses and instantaneous temperature indicators, frequency, light, ultrasound and ultraviolet detectors, etc., as well as infrared, panchromatic, and color films in sophisticated gun-cameras and cameras fitted with focal distance doublers or telephoto lens, and sometimes with special filters.

In doing our instrumental research work, we follow a procedure that can be summarized in a few words. As a rule, whenever our instruments warn us of any irregular quick variation in radioactivity and/or magnetic field, air temperature, luminosity, etc. we take immediate pictures in the same direction in which such variations are detected: at low altitude in the sky or on the ground, by day as well by night. Generally, we do not see anything visibly when our instruments behave irregularly and we simultaneously press the shutter of our cameras. Incidentally, our shooting of time-lapse and flashlamp pictures on instrumental warning may be either independent of, and/or simultaneous with, and/or subsequent to, any visible UFO sighting in our research areas.

This simple procedure has allowed us to objectify, both at low altitude and close on the ground, invisible events or noumena which prove to be strictly connected, and not only in our humble opinion, with the visible phenomena that usually go by the name of UFO manifestations.

For example, manifestations pertaining to an invisible, ultradimensional realm are objectified in most cases when our Geiger counter suddenly begins reading (and exceeding) radioactivity rates of the order of 0.20 mR/h, even if these peaks generally last only a few seconds, or when the compass needle suddenly turns to, and positions itself on, either side of the magnetic north mark, if only by a few degrees, or when some other instruments “go crazy.”

Asignificant example of the relationship existing between the visible UFO phenomena and the invisible UFO noumena that we usually objectify under such conditions is the semitransparent, unicellular structure appearing on the picture that we snapshotted last June directly from the invisible state, when our Geiger counter was reading 0.30 mR/h per 3 seconds. This Saturn-like structure appearing on our infrared snapshot is not that different from the well-known, visible Saturn-like UFO that was photographed in 1958 by the photographer Almiro Barauna from the Brazilian ship “Almirante Saldanha.”

Let me give you a few hints at our photographic equipment: Kodak B&W High-speed Infrared film is generally used in our stand-mounted Canon EF Reflex 50-mm and Voigtlaender Vito LS Special 50-

mm cameras, the former fitted sometimes with a Vivitar No. 25A filter. Most of our IR pictures are however taken with no filter. Exposure varies from f1 6:1/300 second by day to f2.5:40 seconds thru 5 minutes and over by night. Last month we started to use Ektachrome (slide) infrared film. Kodacolor II, Vericolor and panchromatic Kodak Recording 2475 and Illapse and flash-lamp pictures in our Asahi Pentax, Leicaflex, Fujica, Zenith, Miranda and Minolta cameras.

Development of our IR film is 12 minutes in D-76 at 20°C. Printing of such film is regularly 20 seconds. However, in order to discern the profile of the bright nucleus, if any, of certain NL, “vapor clouds,” semitransparent amoeba-like structures, etc., we usually protract this 20-second time, sometimes up to 1 minute.

About two months ago, we completed our latest UFO Study: “The Invisible UFO Evidence: July 1977-June 1979.” A condensation of our previous “UFO REPORT 1977” and “UFO DOSSIER 1978” plus a selected documentation of our ‘FILES 1979,” this Study contains the documentary evidence of the existence of ultradimensional, biological amoeba-like lifeforms, that we have called “plasmoids” (PLAMSOrganismi Intelligenti Dello Spazio). This evidence consists of a selection of about 140 infrared, panchromatic, and color pictures of the most significant, invisible, instrumentallydetected UFO noumena that were objectified during the last two years in our area of activity.

A significant part of the “hidden reality” of the UFO problem, the events and manifestation appearing on our pictures are precisely and exactly a variety of the “invisible yet physical” world that you so vividly describe in your exceptional, outstanding book “SKY CREATURES: LIVING UFOs.”

I have just finished reading it for the nth (and certainly not the last) time. Unfortunately, your original “THE COSMIC PULSE OF LIFE” is not yet on the Italian market. I fully realize that in that abridged edition you could not go practically into such detailed information on the orgone energy and the instruments that are part of the New Technology as to allow anybody to immediately put WR’s [Wilhelm Reich’s] inventions into practice, following simple “do-it-yourself” methods.

Your hinting at WR’s major findings has however raised our curiosity to the extent that all of us are now not only anxious to learn much more on orgonomy, but also willing to go deep into the instruments of the New Knowledge.

Actually, we did not know anything here about your work until the Italian edition of Brad Steiger’s book “Gods of Aquarius” was put on the market. We are therefore particularly appreciative to an old friend of ours for having made us such a precious present as your book on “Critters.” We have thus learnt of our pioneering work in the field of the “invisibilium” and of the previous work performed by such men as Dr. F. Thomas, Dr. R. Steiner, Dr. R. Drown, Dr. W. Reich and his daughter Eva, who contributed decisively to your development and ability to carry the discovery of the orgone energy into ufology. We thank you very much for all this, Mr. Constable!

The purpose of this letter is twofold: first, to confirm as I said, and to support by documentary evidence if necessary, that our UFO Research Group has obtained the same results as you without knowing anything about your experiments; second, to enter into relations with you in order that, if you deem it advisable or of some interest to you, we may exchange information on the “invisible yet physical” aspect of the UFO problem. For example, in return for any information you would give us on WR’s inventions that have application to UFO investigation, namely: the orgonoscope, orgone

field meter, orgone energy accumulator and, particularly, the cloudbuster, we would be prepared to inform you in detail on the research work that we have performed hitherto and on the future research work that we would be enabled to do through the use of the aforesaid WR’s inventions.

As I said, the photographic, instrumentally-based documentation in our hands positively confirms your photographic findings and conclusions as well as the results obtained by our close friend Florin Gheorghita in Rumania. Let me emphasize that your invisible amoeba-like lifeforms are practically identical in shape, size, density, etc. to the invisible plasmatic organisms that our Rumanian friends and ourselves have photographed in the sky and on the ground, both in Italy and Rumania. There is seemingly no difference between the invisible, unicellular, plasmatic organisms that can be seen on your infrared still pictures of “Critters,” the invisible, unicellular, plasmatic structures that can be seen on Gheorghita’s infrared and panchromatic still pictures of “Plasmatic Bodies,” and the invisible, unicellular, ameboid structures that can be seen on the infrared, panchromatic, and color still pictures of “Plasmoids” that we have taken from our research areas on instrumental audible and visual warning.

Like your own files and Gheorghita’s, our records are full of photographs showing invisible, glowing, pulsating plasmorganisms, capable of changing shape, size, density, luminosity, arrangement, position, etc. in a split second. Our pictures, for example, show invisible plasmorganisms blinking at low altitude over the Port of Genoa, pacing airliners up to the Genoese International Airport or escorting them after take-off, hovering over the Cornigliano integrated steel plant of Italsider and over many sacred places and towns, both along the Genoese coast and in the hinterland. They show invisible plasmatic bodies fleeing or cavorting in the sky at tremendous speed, or hovering or “dancing” over our research areas. Where they also land sometimes, in the form of invisible spheres of light which subsequently transmute in the fraction of a second either into invisible, glowing, seeminglyectoplasmic, demon-like entities, or into invisible “arabesques of light” skimming over the ground, or into invisible yet corporeal, haloed human-like entities. Or where they also show up sometimes, in the form of invisible, small light balls cavorting around us or creeping up to us, seemingly going their rounds before taking off. Invisible, unbelievable flying ornithoids resembling mythological glowing griffons (the so-called “thunderbirds” or John Keel’s “neopterodactyles”) also appear on our pictures, flying low with stretched-out wings over the town by night. Invisible forms of energy organizing into invisible, intangible, glowing mist, fog, and amorphous masses and phantom lights taking off from the ground close to us can also be seen on our still pictures.

In short, we have got irrefutable documentary evidence of the invisible presence of such “Plasmoids” at low altitude over our mountain and marine research areas, close to us on the ground, and inside our houses, too. I repeat, we have objectified them many times directly from the invisible state on infrared, panchromatic, and color still pictures, most of which have been taken on instrumental detection only, and such plasmatic ameboid structures are more or less identical to those that have been objectified under more or less similar conditions both by you in the United States and by Gheorghita beyond the Iron Curtain.

This is the reason why, sticking to the facts and failing for the time being any exhaustive, satisfactory explanation other than their “biological nature,” we agree to your interpretation, according to which most of the UFOs that have mystified men for generations are not extraterrestrial spaceships at all, but are generally invisible, ultradimensional, ultraterrestrial, biological, etheric organisms that are of our

planet, that have been living with us, side by side, unnoticed, since the beginning of time. And, let me add, they have many a time been erroneously interpreted, or deceitfully explained by organized religions, as God’s manifestations.

Well, notwithstanding all the documentary evidence in our hands, our efforts to have our research methods adopted by other Italian UFO Research Groups have not been rewarded with success as yet. Unfortunately, the ufologists that are prepared to accept and discuss objectively the results of our work are still a large minority today. Most of the Italian UFO investigators are still clinging to the “material” aspect of the UFOs, waiting, as it were, for a “tangible Venusian” to shake hands with, and when requested to comment on our pictures, they look at them with disbelief and carelessness. As you say, they don’t know that in so doing they behave exactly like the “mechanistic scientists” whom they speak so ill of.

Last year, failing any competent counter-party in Italy with whom discussions concerning the invisible state of the UFOs might be held, and strong in the findings of our annual, instrumental sky-watch and ground research campaigns, we turned to Prof. J.A. Hynek, with a view to having the results of our work included in his UFO Classification. To this end, we wrote him a letter on July 11,1978, proposing amendments and extensions. In support of our proposition, we enclosed a number of infrared pictures and gave a full description of the events shown there, stating where, why, and how they had been taken. In short, we proposed the extension of his Classification to all invisible yet instrumentally-detected and picture-documented UFO noumena, according to the “concrete” findings of our Group. No answer has however reached us as of the date of this letter. Perhaps he has not received, and will never receive our message, which, in all probability, has already been tampered with by...Unknown Filching Officers!

Before reading your book, the pictures taken in Cluj-Napoca by our Rumanian friends, that we visited in August 1978, and Gheorghita’s opinion on his own and our photographs of ameboid and plasmatic structures were the only facts that could support our findings and our research-founded assumption, according to which unknown radiations other than alpha, beta, X, and gamma must penetrate the probe of our Geiger counter or excite the other instruments used by us. Now we learn from your book of the orgone energy and the new instruments of orgonomy! Let me say that this is a very interesting piece of news, indeed!

Now, the thing is that only a few of the books mentioned in your work can be found on the Italian market, so that we are unable to get any further immediate knowledge of the subject matter. As a result, it will be well nigh impossible for us to conduct any study in this field in the near future, i.e. during our next 3rd Campaign, which is scheduled to start in October 1979. Unless…unless you help us, Mr. Constable!

I told you of our wish to further search into the question of the invisible state of the UFOs through the application of the CB, ORAC, etc. but, as we realize the terrific consequences of the misuse of the orgonic force, we dare not do anything without precise information in our hands.

The question, for which I apologize to you in advance as I realize the trouble it will certainly cause you, is to know if you can send, or arrange for sending, us the books or manuals that give a full description of these new instruments and related CB radionic tuning equipment along with the instructions for their operation. Needless to say, we shall pay for these books on receipt. As I told

you in the foregoing, we might send you, in exchange for your courtesy, the documentary evidence that we have been gathering since 1976. Your suggestion of the manner in which this should be done in order to avoid tampering would be very much appreciated.

Trusting that the U.S. Government and/or the USAF or NASA have not already put their vetoes on the divulgation of any information and data on Reich’s inventions, and assuring you in advance of our gratitude, we look forward to your news with great interest.

The late Signor Luciano Boccone, of Genoa, Italy, adjusts his Reich Cloudbuster in February, 1980. All the photographs in this Appendix section were made by Boccone’s GRCU research group, with original methods that they devised. They were unaware of the author’s work in a similar vein 20 years before they started. Evidence obtained via infrared photography in both cases, half a world and a generation apart, is mutually corroborative.
