As an example for the planned inspection and test to be conducted reliably, the holding point (which is defined as the point at which the work must not be pushed forward any more without the approval of the authorized organization) is applied and the performance status of the inspection and test at the holding point is specified.

  1. Monitoring and Measurement of Processes

  1. The processes of the quality management system are monitored, measured and analyzed. Then by inputting the information on the results of the analyses into management reviews (Section 10.8), the effectiveness of the quality management system is continuously improved. Therefore, each process such as design and development, purchasing, production and service provision (implementation of work) (Sections 10.6 to 10.8)

must be monitored by the appropriate method and measured if possible.

Furthermore the utilities monitor the status for achieving nuclear safety as one of the implementation states of the quality management system, and they determine ways to get and use this information.

Table 10.9.5 shows examples of the monitored and measured items for NPPs.

  1. When the planned results cannot be achieved, the corrections and the corrective actions must be performed appropriately.

Utilities define the objectives of "Nonconforming control" (Section 10.10.2(1)) as all of the activities for safe operation. Therefore, it is appropriate that the corrections are controlled under "Nonconforming control" (Section 10.10).

which the acceptance criteria have not been satisfied.

iv ) When the equipment is operated in the construction flow process, before the inspection for making its final acceptance or rejection during the periodic inspection period.

Achievement ratio of quality target, action rate on matters decided in management review.

  1. ) Resource management process

Educational training completion rate, ability achievement ratio.

iii) Work planning and practice process

Design : Status of the design review for design planning, status of design changes after design review completion, and status of design improvement after equipment operation.

Purchasing : Delivery date delay rate.

Operation management: Equipment availability, operating availability (numbers of unplanned outages), compliance status with operating limitations, numbers of operating limitation deviations, and numbers of operating allowance time violations, trouble incidence, primary coolant water quality (concentration, temperature, etc.) .

Fuel management : Fuel failure rate.

Radioactive waste management: Amount of solid waste generated, gas and liquid waste release values Irradiation control: Dose (Each individual, each task).

Maintenance management : Difference between plan and completition of the process, equipment failure rate Action procedure for urgency (emergency): Emergency training completion rate.

iv ) Evaluation and improvement process

Action rate on matters indicated in audits, measured rate of nonconformities, action rate on matters indicated in safety inspections.
