Similar management is needed at electric utilities operating NPPs, where safe operation activities are subject to JEAC4111-2003. Concerning the infrastructures, JEAC4111-2003 specifies them as nuclear facilities needed for achieving nuclear safety; they refer to structures, systems and components.

  1. Education and Training (Human Resources)

It is important to assign competent personnel to safety-related tasks based on their education, training, skills and experience, as needed in individual assignments. The personnel under this resources management are not limited to those who are engaged in the tasks directly related to safety, but also those who, the organization judges, may affect nuclear safety in the organization. Competent means the worker has the capability to perform the task using his/her own knowledge and expertise, not simply has the knowledge and skills to perform the work.

Human resources management must make sure that the necessary competence is clearly identified in individual personnel, and the education, training or other necessary means are provided to satisfy work needs. For example, the following personnel who are engaged in the operation and maintenance of the NPP must be appropriately educated and trained, according to their roles and duties, and depending on their accumulated capabilities.
