sector aiming at improvements of their contents, efficient implementation of the inspections and further enhancement of their reliability. However, the Electricity Utilities Industry Law was partially modified due to the problem of falsification of self­controlled inspection records of NPPs which was exposed in August 2002, and the licensee’s periodic inspection system was legislated. Thus, the self­controlled inspection which the electric utilities had previously carried out voluntarily were legally established as the licensee’s periodic inspection, and it became mandatory to confirm conformity of the inspection results to the technical standards, and to record and retain the results. Moreover, a periodic safety management review to review and evaluate the implementation system of the licensee’s periodic inspections was also introduced.

  1. Periodic inspections

The periodic inspections pursuant to Article 54 of the Electricity Utilities Industry Law are periodically conducted by the National Government to confirm that a power plant can continue its safe operation until the next periodic inspection and even if an accident or a failure should occur, its effect would be able to be minimized, and to inspect the integrity of facilities especially important to safety among those subject to the licensee’s periodic inspections so as to confirm the status of conformity to the technical standards etc.

The interval for the periodic inspection is specified for NPPs and their associated facilities (Article 56 of the Rules for the Enforcement of the Electricity Utilities Industry Law: one year and 13 months for steam turbines and time not exceeding 13 months for other electric structures).

In addition, Incorporated Administrative Agency, Japan Nuclear Energy Safety Organization (JNES) which is a public institution may conduct an inspection and evaluation to fill in for the National Government.

  1. Licensee’s periodic inspections

Periodic checks which electric utilities had previously performed during the period of a periodic inspection as part of the self-controlled safety preservation program were legally established as the licensee’s periodic inspection by amendment

of die Electricity Utilities Industry Law in December 2002, and it is conducted pursuant to Article 55 of the Electricity Utilities Industry Law for the purpose of maintaining each facility of a power plant in sound conditions and the inspection results are reported to the National Government. Contents and items of the licensee’s periodic inspections have been established and implemented by electric utilities as internal rules for maintenance management in accordance with the standard of the private sector "Maintenance Management Cord for Nuclear Power Plants (JEAC-4209)" which was evaluated for its technical adequacy by the National Government

  1. Time to carry out licensee’s periodic inspections (including the periodic inspections) and periodic checks

Time to carry out licensee’s periodic inspection (including the periodic inspection) in each fiscal year is determined taking into consideration the following points.

  1. Implementation of inspections at the inspection time specified by the Electricity Utilities Industry Law

  2. Plant operating conditions

  3. Securing of electric energy generated according to an electric supply plan

  4. Demand-and-supply balance of electric power

  5. Long-term licensee’s periodic inspection program (a ten-year program is defined for each plant)

  6. Component inspection cycle standard

  7. Reflection of operational experiences, accidents and failures

  8. Overlapping conditions of periodic inspection for units with one main control room for 2 plants

  1. Items for the periodic inspections and licensee’s periodic inspections

Items subject to licensee’s periodic inspections include those which must undergo inspections by the National Government (Nuclear and Industrial Safety Agency) according to the Electricity Utilities Industry Law for integrity of the facilities especially important to safety and those for which electric utilities must perform inspections periodically as mandatory items.
