premeditated accomplishment of development of nuclear energy and there is an economical basis to establish the reactor. Hie Nuclear Safety Commission (NSC) deliberates and examines safety of the reactor and technical competence of the electric company in the Committee on Examination for Reactor Safety with participation by external specialists (secondary examination). Hie NSC also conducts the 2nd public hearing the results of which are considered in its examination (the 1st public hearing is held during the process of site selection; see Section 9,12).

MET! receives the advice provided by the AEC and NSC and issues the establishment permit of the reactor. Figure 1.5.1 summarizes the series of safety examination system.

National safety guides have been published for the basis of the safety examination. Those guides show the basis for deciding adequacy of the design and safety evaluation from the standpoint of assuring safety. The guides are described in Figure 1.5.2 according to their purposes. The guides are continuously being reviewed and revised based on new knowledge.

  1. Sanction of the construction plan

The electric company submits its application for the construction plan including details of the design and construction methods to METI based on the “Electricity Utilities Industry Act” after approval of reactor establishment

permit. Compliance with the national 'Technical Regulations on Nuclear Power Generation Equipment Technical Standards” is a required condition for the construction plan approval.

  1. Pre-service inspection

After approval of the construction sanction, inspectors of METI or the Japan Nuclear Energy Safety OrganizationQNES) inspect the reactor plant structures and systems, including the reactor basement and building, reactor equipment, radioactive waste processing facility, turbines and generators. Strict inspections are also conducted for welding of components and fuels.

  1. Approval of technical specifications

The electrical company has to make an application for “Technical Specifications of Nuclear Power Reactor Facility”, which specifies measures for ensuring safety, prior to operation (before fuel loading) and obtains approval from METI for the specifications based on the Nuclear Reactor Regulation Law.The technical specifications are the rules which the NPP personnel have to follow. The specifications includes the quality assurance plan, systems to preserve safety, operational and managerial limits and measures upon deviation from the limits, and safety education. The principal mentioned items of the document are listed in Table 1.5.1.
