He was born on June 18, 1874 in the city of Nikolaev, Kherson province. In 1897 he graduated from the St. Petersburg University of Railway Engineering, and from 1901 he taught at the Moscow Engineering College. From 1919 to 1922, he was a professor at the Moscow Institute of Civil Engineers. From 1923 to 1949, he was a professor at the Moscow Institute of Railway Engineers. From 1939 to the end of his life, he headed the section on scientific development of transport problems of the USSR Academy of Sciences. In 1924, Professor V. N. Obraztsov becomes the head of the Department of Stations and Nodes, a new one at the Moscow Institute of Transport Engineers and the first in the country. A lot of organizational work on the creation of a completely new department could not detach him from scientific and project activities.

In 1922-1929, under the leadership of Professor Obraztsov, the unification of almost all major hubs of the country was carried out, which significantly improved the operation of railways. In 1927, V. N. Obraztsov was sent to China to work on the development of the Harbin transport hub on the Chinese—Eastern Railway. In 1938, V. N. Obraztsov developed a scientific topic in the field of transport and proposed it to the Academy of Sciences of the USSR, where it was successfully accepted. Soon the Presidium of the Academy decided to organize a Section on the scientific development of transport problems. Professor V. N. Obraztsov was appointed at the head, who led it continuously until the end of his days.
Scientists of the Section on Scientific development of transport problems under the leadership of V. N. Obraztsov successfully solved the tasks of developing measures to reduce sparking in the contact wire of trams and trolleybuses, unmasking the city at night.
In October 1941, Vladimir Nikolaevich was sent to the Urals and there he joined the work of the USSR Academy of Sciences Commission on the development of measures to mobilize resources for defense.
In 1942-43, he carried out research and published a number of works relevant to wartime, which provide valuable recommendations to practitioners on improving the operation of railways. For his work in this field, V. N. Obraztsov was awarded two State Prizes, the proceeds of which he donated to the construction of the YAK-1 combat aircraft.
In the post-war years, the academician worked on many transport issues: rapid restoration of transport, wagon turnover, capacity, electrification of roads, unified technological process of mainline and industrial transport, the use of new types of traction, etc.
