If resolution of the Commission is favorable, the report of proceedings at the meeting is executed and such report of proceedings at the meeting is the final document that approves the solutions proposed in PED. When the report is approved by the Deputy Minister, it comes into effect. Activity of all governmental authorities, which control implementation of license agreements and correctness of field development, shall be governed by resolutions approved by such report of proceedings at the meeting.
9.3. Design Basis
The basis of project engineering documentation development is «Original in-place oil and dissolved gas reserves». The Report provides data about geological structure of reservoir, porosity and permeability characteristics of reservoirs, physical properties of reservoir fluids, fluid content, well test and operation data, reserves categorizing, amount of original in-place and recoverable oil reserves, dissolved and free gas, condensate and other associated components, which content is of commercial interest, for each reserve estimation target and reservoir in whole.
Original in-place reserves are calculated by volumetric method using the mathematical geological 3D models of each estimation target (reservoir). Approval of the report takes place after consideration by the State reserves committee under the RF Ministry of Natural Resources. The result of consideration is executed in the form of report. Such report is an official document that secures the basic provisions of the reserves estimation report, and, first of all, the list of reserves estimation targets and amount of their reserves.
For PED development, in addition to geological data, it is necessary to have engineering and technical data about well stock: distribution of wells by types, historical oil production data from the beginning of development to the date of document development, technical state, data of field geophysical and hydrodynamic surveys, and effectiveness of geological and technical actions performed in well.
