Direct democracy is analyzed in this book as a means of citizens’ rule through their direct decision-making on the issues of public authority. The concept of direct democracy is analyzed. A comparative analysis of ancient through modernist models of direct democracy is provided. Particular attention is given to so-called «electronic» or «virtual democracy». Distinguishing between «mobilizational» and «consensual» political systems, the book develops a methodology for study of institutions of direct democracy in the circumstances of contemporary constitutionalism. Using comparative legal analysis, two types of institutions of direct democracy are analyzed: first, institutions that regulate the formation of public policy through direct citizen input (referenda, citizen legislative initiative, popular veto, and popular assembly) and, second, institutions that promote popular participation in the formation of government (direct popular will as expressed in elections, recall of elected officials, and dismissal of elected bodies). The book analyzes the problems of the institutions of direct democracy in the contemporary Russian legal framework.
The book is intended for legal scholars concerned with the problems of direct democracy and government, specialists in legal practice, and students studying contemporary constitutional law.
