THE IMPERATIVES OF ADDRESSING GLOBAL ENVIRONMENTAL PROBLEMS IN TERMS OF THE ASYMMETRY OF GLOBAL DEVELOPMENT

Today is very important for Ukraine, overcoming of global problems, plays a state course on European integration, but to obtain a full picture of the nature and forms of international cooperation in this context in the field of environmental protection should explore the main historical stages and conditions of development of international environmental law as the fundamental basis of modern trends.

A prominent place in the system of international environmental law takes its principles – the most important universally accepted provisions defining the nature of the international legal environment. To explore the system of principles it is advisable to turn to educational and scientific literature, and texts of the basic international documents in this sphere, first of all, the Declaration of Rio de Janeiro on environment and development (1972) Stockholm Declaration on environment and development (1992).

Sources of international environmental law form the legal forms which contain norms of international environmental law. Analysis of contractual practices in this area shows that the most actively developing Treaty relations at the bilateral and regional basis to regulate the protection of individual natural objects in certain regions.

Big role among the international events environment belongs to the international conferences in the field of environmental protection. It should be borne in mind that although the solution to these conferences and are not formally binding, they enjoy great authority and implemented by States for reasons of good neighbourliness and prestige in the international arena.

The main directions of international cooperation in the field of environmental protection are determined first and foremost by the subject matter. It is necessary to consider the legal aspects of the international protection of atmospheric air, environment, planetary, space, marine environment, flora and fauna.

On the very front of today is very topical issue of adaptation of European legislation and international regulatory documents to the Ukrainian legal space.

Development of technical regulation in Ukraine is quite an important lever, as the processes of European integration and the imperative of solving environmental problems both Ukraine and Europe.

A very important place in the system of international protection of the environment belongs to cooperation under the auspices of the UN, in particular, in the framework of the United Nations environment programme (UNEP), who, UNESCO. Should also clarify the role of the Organization for economic cooperation and development in the joint efforts of the international community in the field of environmental protection, the main provisions on the contribution of the Council of Europe in the organization of environment protection in Europe, the place the European Union in the formulation and implementation of European policy and law of environmental protection.
