Персонал организации – это один из видов ее ресурсов. Данный вид отличается от других (финансовых, материальных, сырьевых) ресурсов. В целом персонал не может рассматриваться как однородная субстанция, т.к. каждый работник имеет индивидуальные мотивы и ценности.
Персонал или кадры – это основной штатный состав работников организации, выполняющих различные производственно-хозяйственные функции.
Результатом эффективного управления персоналом является сосредоточение усилий работников на выполнении задач, намеченных стратегией организации. Конечная цель работы с персоналом – обеспечение максимального сближения планов организации и интересов работника, связанных с профессиональной деятельностью.
Профессионализм как принцип подбора, расстановки и перемещения кадров в органах исполнительной власти, к которым относятся таможенные органы, имеет особые черты. Таможенные служащие являются государственными служащими. Их профессионализм, прежде всего, предполагает знание особенностей соответствующей управляемой сферы. Кроме того, государственный служащий должен обладать знаниями в области теории управления, конституционного, административного и других отраслей права.
Кандидату на службу в таможню необходимо обладать гибкими интеллектуальными способностями, т.е. быть легко обучаемым и переобучаемым. Большое значение имеют определенные физические данные, а в некоторых случаях – пол и возраст. Кандидат должен уметь подчиняться и соблюдать субординацию. И, наконец, должностными лицами таможенных органов могут быть только граждане Российской Федерации.
