General Provisions
Rule 1. Rules of Procedure
The present Rules of Procedure (hereinafter referred to as “Rules”) of the UNESCO Executive Board (hereinafter referred to as “Board”) shall be considered as adopted prior to the beginning of the Conference.
The Chairperson’s interpretation of the Rules shall prevail.
Rule 2. Setting of the agenda
1. The agenda shall be set by the Secretariat prior to the beginning of the Conference and cannot be reconsidered.
2. Under Article 99 of the UN Charter the Secretary General shall have the right to introduce new items on the agenda.
Rule 3. Languages
English shall be the only official and working language at the sessions of the Board.
Speeches, statements, motions and points shall be made solely in English, while no other language shall be allowed during the session.
Participants
Rule 4. Powers of MIMUN Participants
Powers of Delegates and Observers (hereinafter jointly referred to as “Representatives”), Chaperons and Guests shall be verified by the Secretariat during the registration process.
At the Board’s session a Representative shall have no right to speak in his or her personal capacity but only on the behalf of the state (organization) they represent.
Representatives shall not abuse the present Rules.
Rule 5. Delegates
Each Member State of the Board shall be represented by one Delegate. The Member State presiding over the Board may be represented by two Delegates.
The Delegates shall have a right to:
speak and vote on all matters under discussion;
submit Working Papers to the Board;
draw up Amendments to a Draft Decision and introduce them to the Board;
raise Points and Motions.
The Delegates shall:
abide by the present Rules;
accord diplomatic courtesy to all other Participants;
respect the rulings of the Chairperson;
be present at all the meetings.
Rule 6. Observers
International intergovernmental organizations and non-governmental organizations accredited with the Board shall be represented by an Observer, who shall have a right to speak, but no right to vote. The right to speak shall be granted by the Chairperson.
Rule 7. Motion to Deprive of the Right to Speak
If a Representative persistently violates the present Rules the Chairperson may raise a Motion to temporarily deprive the former of the right to speak for a period of time no longer than up to the next suspension. The motion requires a qualified majority of 2/3 of the Delegates present to pass.
This Motion shall be immediately put to vote.
Rule 8. Chaperons and Guests
Chaperons and Guests shall have a right to attend the session of the Board and be seated at the specially designated places.
The Chaperons and Guests shall in no way participate in the session of the Board.
Rule 9. Violation of Rules of Procedure
The violation of the present Rules is not allowed.
Participants violating the present Rules shall be immediately called to order by the Chairperson. In case of persistent violation the Chairperson shall raise a Motion to temporarily deprive the Delegate of the right to speak.
Chairperson and Vice-Chair
Rule 10. Chairperson and Vice-Chair
The Chairperson and the Vice-Chair of the Board are appointed by the MIMUN Administration.
The Vice-Chair shall enjoy the same rights as the Chairperson.
Rule 11. Powers of Chairperson
The Chairperson shall preside over the sessions of the Board. The Chairperson shall abide by the present Rules and act in an equitable and objective manner to ensure the effective functioning of the Board.
The Chairperson shall:
ensure the observance of the present Rules;
conduct a roll-call to establish presence at the beginning of each meeting and, if required, at any other time;
declare the opening and closing of each meeting;
have complete control of the proceedings in the Board;
introduce Procedural motions;
direct the discussion at meetings;
initiate the period and announce the deadline for submitting Working Papers and Amendments;
open and close the Speakers List;
accord the right to speak;
maintain order during the meetings;
put questions to vote;
announce the results of voting
The Chairperson shall have the right to rule out of order points and motions raised by Representatives, unless otherwise provided in the present Rules.
The Chairperson may give rulings on matters left in the present Rules to his or her discretion. He or she may also decide on any other matter regarding the conduct of the meeting that is not envisaged in the present Rules.
Rulings of the Chairperson are subject to appeal. The Motion to Appeal the Ruling of the Chairperson requires the support of a second Representative and shall be immediately put to vote. Qualified majority of 2/3 of Delegates present is required for the Motion to Appeal the Ruling of the Chairperson to pass.
The Chairperson shall be impartial. He or she shall refrain from speaking on the substance of the matters under discussion except when it is necessary to ensure the effective functioning of the Board.
