
Perambulatory Clauses
As mentioned before, you need to start a resolution with the perambulatory clauses. These clauses are the background information and the reasoning behind the “calls for action” in the operative clauses.
Below are the sample perambulatory phrases, which are the first words of each clause (you will find more in various UN resolutions):

Operative Clauses
It is best to begin your operative clauses with these words. These are UN’s “calls for action,” sentences. You must decide what UN action or what UN attitude should be adapted in response to the question you are addressing. Of course, your suggestions must fit the policies of YOUR COUNTRY. This is what the operative clauses do. They should consist only of expressions of will or calls for action. Remember that the background information, argumentation and reasoning should be found in the perambulatory clauses and not in the operative section of the resolution.
