
How to Write a Resolution:
A resolution is written in two different types of clauses:
Perambulatory Clauses
Operative Clauses
Perambulatory Clauses
States a fact
Mentioning of what has already been done
Mentioning of an awareness or an understanding of what has been done in the past
Operative Clauses
States what should be done
Suggests ways on how to approach and to solve the issue
Needs to be convincing
Heading
All information in the heading must be at the top left corner of the paper
The name of delegation, name of commission, question of the topic/ issue and the main submitter & co-submitters (when a resolution is merged) must be written in such order.
Example:
Delegation: Democratic People’s Republic of Korea
Commission: Environment
Question of: The management of water resources on a national and international level
Numbering the clauses
Perambulatory clauses are not numbered
Only operative clauses are numbered
Example:
Expresses its appreciation to the organizations, committees and other groups that are working hard to improve the water management issue;
Numbers must be followed by a period
When there are additional sun-clauses to the clauses it must be numbered as the following:
Calls for a committee called the International Water Management Committee (IWMC) for the nations in Africa, Asia in particular and other nations which has water management problem:
The committee will meet every six-month in Geneva, Switzerland:
discuss problems that occurred on the water resource management
in the past,
ii) suggest new ideas that could improve the problems at hand,
Spacing
Double space at the end of the perambulatory clauses before starting with the operative clauses
After every number or letter in front of the clauses press tab
Underlining phrases/ grammar rules of a resolution
The first of every clause from perambulatory and the operative clauses has to be bold and underlined
Every perambulatory clause must end with a comma
Operative clauses must end with a semi-colon
The sub-clauses must end with a comma
The final clause or a sub-clause must end with a period
Style
A name of an organization must be fully named with the abbreviations in brackets next to the full name and only refer to the organization by the initials for the rest of the resolution
All the information on the resolution must be font times new roman and in size 12
How to write a perambulatory clause
Research on the topic/issue must be done
Research of the passed resolution on the same issue must be done
Use examples of what has been done before on your issue to help structure the operative clauses
Minimum of five perambulatory clauses must be written but do not exceed to more than seven clauses for this part for it is not as important as the operative clauses
DO NOT number the perambulatory clauses
How to write an operative clause
There must be a minimum of ten to twelve operative clauses
Research of the country’s beliefs towards the issue and the relations with another nation must be done
An operative clause is used to give suggestions and ideas to solve the issue, therefore needs to be convincing
Operative clauses are numbered
Creating a commission/treaty/organization in a resolution
Give a name to the commission/ treaty/ organization etc.
The composition of the commission must be:
number of people involved must be mentioned
specialists involved- doctors, administrators, scientist- the more specific the better
where, when and how many times would the meeting will be held
who(countries) will be invited to take part in this commission
Goals of the commission must be mentioned
Methods of achieving the goals- what specific ways will this commission work to try and achieve these goals.
