State police forces are a relatively modern creation. The advent of the automobile and the highway system, with the need to regulate traffic on the highway, was a significant impetus for the creation of state police agencies across the country. Since highway may across the jurisdiction boundaries of local police forces, some agency with statewide authority was required.
Today there are three types of state law enforcement agencies: state police, highway patrols, and state investigative agencies. While some states have several agencies which has a separate highway patrol narcotics bureau, and investigation bureau, other consolidate all the duties typically associated with the state police into a single police agency.
All state police agencies conduct criminal investigations and make arrests in connection with them, and in all but two states they remain intelligence units. Nearly all of these investigate organized crime, fraud, narcotics violations, violent crime, arson and motor vehicle theft. Investigative services and information gathered by intelligence units are provided to local agencies without charge.
Police labour is divided on the bases of time and place. Since police are on call twenty-four hours a day, the work of most departments is carried out during three eight-hour shifts. Most officers serve on a rotating schedule.
To provide coverage of all areas within a jurisdiction, a city may be divided into districts or sectors with patrol officers assigned to specific beats (area covered by a police officer on a patrol) within these geographic divisions. Districts or sectors usually have their own station houses in which some officers from different specialized functional units may also be housed.
