Hypothesis
Following hypothesis forms the basis of this work: the Internet is one of the most promising directions of development political communication in modern society, both as a means of ensuring the political process, and as a tool for creation the "electronic government". The process of development of political communication in modern society on the field of the Internet could be expressed in several forms:
The use of the Internet as a new electronic media;
Implementation of political campaigns on the Internet;
Creating an Internet-based "electronic government”.
Effectiveness of these processes to a large extent depends on the willingness of citizens to participate in the dialogue with the government. In this case, the main propose of this study is not just to show real steps, that Russian government done on the field of implementation of effective political communication in the Internet, but investigate the willingness of citizens to change the discourse of political communication. In other words, this study represents the political communication as a communicational act between government and citizens and try to give a possible evaluation of the effectiveness of such communication. Without two-way initiative, communicative act could be failed. But when this communicative act carried out between governmental structures and the country's population, collapse price may reach several millions. On the other hand, in case of success the level of political culture and political participation may increase, changing the nature of democracy itself in Russia.
Assumptions
Supporting the idea, that the Internet is one of the most promising directions of development political communication in modern society, both as a means of ensuring the political process, and as a tool for creation the "electronic government", the study assuming that widespread of the Internet as a new medium, conducting of election and political campaigns on the Internet and creating an Internet-based "electronic government” in Russia would find support among the population and then increase the level of political culture and activity as the result. Hopefully, the results of this study could clarify the results of reforms undertaken by the Russian government on the field of political communication at this time.
Limitations
This study aimed on investigation the implementation of effective political communication in the Internet in Russia. In this case, several limitations occur the work. First of all, respondents should be Russian citizens or live in Russia for minimum five years (residence permit). Closed ended questions with multiple choices will be asked in Russian language, and responders should be able to understand them (have minimum level of understanding). Survey occurs problems of the Internet. And questions related to the Internet using experience. People with low level of computer using wouldn’t be able to give appropriate answers. This survey is aimed on student audience – on people from nineteen to twenty five years. Questions about the age and education would be the first before the questionnaire itself. But the probability of giving an incorrect data is still high. As well, considering the significant workload of Moscow, interviewers were limited in time and more detailed study the issues has not turned. All this limitations should be mentioned and taken into account in further studies of this problem.
