Emergencies and Emergency Organisation

When a ship is at sea she may get in different emergencies. A ship should be ready to deal with any general emergencies such as: spillage of petroleum cargo; fire on board; man overboard and others.

Preparations for tackling the emergencies must be started before the ship's departure. First of all the master (the chief mate) must arrange for emergency stations and musterpoints and instruct everybody what to do and where to go in case of emergency. The stations or duties shall be recorded on the Muster List.

Then emergency headquarters (EHQ) must be established in the accommodation or any other location / place. The EHQ is the mustering position for the emergency party (squad). It contains sufficient equipment to enable the emergency party to tackle the emergency.

An emergency party or squad includes/comprises a number of selected officers and ratings who will take necessary actions to deal with an emergency. On board the ship there are at least two emergency parties:

Deck emergency/fire party includes second officer, two or three ratings;

Engine emergency/fire party includes second engineer, two or three ratings.

All personnel should be familiar with the Fire Control Plan. This plan must show clearly for each deck: the control stations; the fire sections; the fire detection and alarm systems; the sprinkler system (if fitted); the fire equipment; the means of access to different compartments and decks; the ven­tilating system including the position of dampers and fans serving each section. The plan must be kept up to date.

In the event of an emergency, the alarm should be raised by means of bells and sirens. The watch keepers should remain at their stations until relieved. Other persons should proceed/go to their allocated stations or musterpoints.
