ПРЕДИСЛОВИЕ

Предлагаемое пособие составлено в соответствии с учебно- методическим комплексом для факультета таможенного дела по программе «Английскийязык».

Пособие включает в себя профессионально-ориентирован­ные темы, которые сопровождаются различными лексико-грам- матическими упражнениями, направленными на совершенство­вание коммуникативных навыков устной и письменной речи. Тексты пособия информативно насыщены, современны и рас­крывают различные сферы деятельности таможенных органов, что должно способствовать заинтересованности студентов при изучении текстового материала.

Учебное пособие состоит из U разделов. Каждый раздел начинается с предтекстовых заданий, которые направлены на развитие языковой догадки, выявление фоновых знаний и тре­нировку лексики изучаемой темы. После ознакомления с текс­том студентам предлагается ряд упражнений как письменных, так и устных для эффективного усвоения лексики в пределах конкретной деловой тематики. Итоговые упражнения в конце каждого раздела - продуктивного типа, выполнение которых предполагает умение выражать свои мысли по тому или другому вопросу, то есть умение соотносить языковые средства с конк­ретными ситуациями, условиями и задачами общения. Каждый раздел содержит словарь активных слов и выражений.

In accordance with the Constitution of our country the customs regulations are subject to the jurisdiction of the Russian Federation.

The customs regulations are exercised in accordance with the customs legislation of our country and Federal Law of the Russian Federation on the State Regulation of Foreign Trade Activity.

The customs legislation of Russia regulates relations in the sphere of customs activity. The legislation consists of the Customs Code and other federal statutes adopted pursuant to the present Customs Code.

In accordance with Russian federal legislation the Government of our country exercises general supervision of the customs system.

The Federal Customs Authorities guarantee proper fulfillment of customs-related tasks and uniformity of application by all customs bodies of the customs legislation of the Russian Federation on the territory of our country.

The customs functions are: to calculate and collect the duty on imported dutiable goods, to issue import and export licenses for restricted goods, to prevent trade of prohibited goods.

It is stated in the Customs Code of the Russian Federation that the customs business is the activity which includes the procedures and terms for transporting goods and means of conveyance across the customs border of our country, the collection of the customs payments, customs registration, customs control and other instruments for implementing the customs policy.

As it is stated in the Customs Code our country participates in international cooperation in tbe field of customs regulations in order to harmonize and amend the customs legislation of the Russian Federation in accordance with generally recognized international norms and practices.
