what is a passport, a certificate and a licence:
A passport is a government document, giving personal particulars. When in the country (in Russia, for example) - ordinary ; when entering a foreign country (travelling abroad) - business or tourist; for diplomats -diplomatic, etc.
A certificate is a document testifying to the truth of a fact or that one has fulfilled certain requirements. For example,
International Vaccination Certificate,
International Insurance Certificate,
Registration Certificate.
A licence (license Am.) is an official paper, card, etc., showing that permission has been given to do something, usually for a payment:
a driving licence, a licence to sell alcohol, etc.
For example,
International Driver's Licence.
