VIII. Translate the following paying attention to Participles.

The uk Government

The United Kingdom of Great Britain and Northern Ireland is a parliamentary monarchy. The country is governed in the Monarch’s (queen or king) name by the Parliament which is the legislature and the supreme authority.

The Parliament consists of two chambers: the House of Lords and the House of Commons. The House of Lords comprising more than 700 members is the upper chamber. It is an aristocratic body including Lords Temporal (hereditary peers, life peers and Lords Spiritual (2 archbishops and 24 senior bishops of the established Church of England). «The Lords» are members of this chamber by birth or for merits. The House of Commons – the lower chamber – is an elected and representative body. It includes 650 MPs (Members of Parliament) elected by universal suffrage. People vote for the candidates in single-member constituencies.

The executive power is exercised by the Prime Minister and his Cabinet. Prime Minister is the leader of the winning party which has majority in the House of Commons. The Prime Minister chooses the members of the Cabinet from his party, who are called ministers. The second largest party becomes the official opposition with its leader and the Shadow Cabinet.

The judicial power is exercised by a system of courts. There is no written constitution in Great Britain.

Besides the central government there is local government. There are four levels of local government in England: regional, county, district and parish.

The highest tier is regional level. One of the nine regions, London, has a directly elected Assembly and Mayor. The other regions have unelected regional assemblies and Regional Development Agencies (with responsibilities for industry, employment, environment, etc.).

The regions are divided into counties. A county council is responsible for education, social services, fire services, trading standards, waste disposal.

Counties are further divided into districts. District councils possess responsibilities for local building, environmental health, markets, refuse collection and recycling.

A district may be divided into several civil parishes with a parish council responsible for allotments, parks, public clocks, consultative role in planning.
