Choice of the site

The exact site on which a modern port is to be built or on which a major extension of an existing port is to be undertaken must be selected on basis of natural local conditions and of technical consideration

For a new port, a natural bay either fully protected or at least sheltered from prevailing currents and winds is usually a favorable location.

Estuary of a river can also be an excellent choice for a port offers full protection from the sea and in most cases inexpensive means of transport by water to various inland destinations.

In the case when a natural bay is not available, and the port is to be built on entirely open coast, long breakwaters should be built. However in both cases silting may become a serious factor. Therefore, hydrographie studies of safe access to a port, of silting and of impact of waves on breakwaters should be approached with utmost care. The second aspect of the research of a convenient port site is also finding the most favorable location on land that is a vast land area for various port installations is a condition of great importance. And, of course, a correct distance from inhabited areas and convenient land connections are among very important factors as well.

Preparation of the master plan

Early preparation of a master plan is an essential condition for an early development and expansion of a port lover a long period of time? Technical considerations and traffic estimates are basis on which a large range plan of the port should be conceived.

In order to obtain best possible conditions for efficient port operations, certain guiding principles of port planning should be observed.

1. The port should be divided into separate zone, foreseen for general cargo, for timber, for grain, for oils, in some ports for passengers and so on.

2. Ample space of land should be provided for cargo handling and storage, for various auxiliary facilities and for a free movement of trucks and mechanical equipment as well as for future extensions.

3. Each berth is to be designed for a quite specific purpose, as functional units with all facilities.

4. Each berth specialized terminal should be planned for a maximum efficiency and speed compatible with the nature of cargo to be handled...
