1.Background information
A Consultant company has won an international tender sponsored by EU TASIC to design a project aimed at assistance a selected (pilot) city administration to elaborate and implement administrative reforms.
2.Project goals
1. Introduction of new operating and funding practices for public bodies through improved management, planning and activity based budgeting.
2. Implementation of a transparent recruitment system for all civil servants through contracts. This could include individual contracts between public bodies and the officials and the system of performance based remuneration which will depend on how the officials meet their targets.
3. Introduction of new staff regulations for civil servants that are in line with the Code of Conduct and new legislation on the civil service.
3.Participants
1. Representatives of the Consultant company including experts in various areas of municipal administration and representatives of city administrative bodies from foreign countries possessing expertise in city governance.
2.Representativesl or municipal administration in charge of various agencies and departments, i.e. Economic, Education, Health, Environment, Culture, Press and Public Affairs (Relations), etc. (optional: key stakeholders: heads of industrial enterprises, political parties leaders, NGOs, mass media, etc.)
4.Activity. Start-up conference chaired by the Mayor and the Consultant.
