Recommendations how to achieve positive changes, are formulated in the form of several purposes: Reduction of volume of compulsory education, improvement of system of professional development of teachers, concentration of management by education and trainings of teachers in hands of one body, increase in investments into education, expansion of participation of the public in school activity.
