Theme 11. Revival of Ukraine's independence. Socio-political and economic development of Ukraine in late XX - early XXI century.

1. Declaration of Independence of Ukraine August 24, 1991 and its historical significance. The formation and development of Ukrainian statehood.

2. The main directions of economic and social policy of Ukraine. Regional policy in the modern world.

Guidelines

Exploring the first question you should pay attention to the fact that the August 24, 1991 was an extraordinary session of the Verkhovna Rada of Ukraine adopted the "Declaration of Independence of Ukraine." It proclaimed the creation of an independent Ukrainian state under the name "Ukraine". Since independence the country became applicable only to its laws. This document of Parliament was appointed the new political and legal status of Ukraine. Declaration of Independence of Ukraine was based on the right of nations to self-determination under the United Nations Charter and other international legal instruments. Continuing the millennial tradition of state of Ukraine, stated in the Act, Verhovna Rada proclaims an independence of Ukraine and the creation of an independent Ukrainian state - Ukraine. Ukraine was declared as inviolable and indivisible.

Proclaimed of Ukraine's independence (August 24 is celebrated in Ukraine as a national holiday - Independence Day of Ukraine), Verhovna Rada also decided to hold on December 1, 1991 the National Referendum Act in support of independence. The nation of Ukraine, endorsing the Act called for the independence of Ukraine.

Proclamation of Independence of Ukraine initiated the transition period, which in essence trying to move to a higher level of social development. In the political sphere - from totalitarianism to democracy, the economic - from a command to a market economy, and the social - from man-cog to active creator of his own fate, in the humanitarian - from class to universal values: the international - the object to sub ' object of geopolitics. Overall, had to be the transition from status "fragment Empire" to their own state, from formal independence - to the country's sovereignty.

According to the census in 2001 in Ukraine citizens residing more than 100 nationalities, together with Ukrainian constitute the people of Ukraine. The total population of Ukraine was 48.4 million people. National policy in Ukraine includes Ukrainian state policy regarding:

a) Ukrainians (Ukrainian ethnic community) that form the basis of Ukrainian ethno-political body;

b) ethnic minorities is part Ukrainian ethno-political body, but in purely ethnic terms represent its individual structural elements;

c) representatives of Ukrainian ethnicity living abroad, outside the Ukrainian ethno-political space and is an integral part, albeit to varying degrees associated with the nucleus of the Ukrainian ethnos;

d) migration, volume and shape is constantly changing.

Since Ukraine gained an independence in the plane of practical solutions were shift towards civilized regulation and self-regulation of interethnic relations. It is primarily concerned with the efficient provision of basic human rights and freedoms, including the rights of persons belonging to national minorities. State directs its national policy on issues such as:

- The achievement of inter-ethnic harmony, harmonization of interethnic relations, formation of interethnic relations of tolerance, friendship, trust, respect for national traditions, language and culture;

- Legal provision of equal opportunities for the participation of citizens, regardless of their nationality, in all spheres of social and political life;

- Revival of the Ukrainian people, ethnic and cultural identity of the Ukrainian nation, its dynamic reproduction;

- National and cultural revival, protection of ethnic, cultural, linguistic and religious identity of national minorities;

- Restoration of the rights of deported peoples in the Soviet era, the implementation of measures for their rehabilitation.

Ukrainian state policy towards ethnic minorities into account a number of important features:

1. Representatives other than Ukrainian, ethnic groups account for almost 14 million people. So this is a significant social, economic and political potential.

2. In modern terms for them as for the Ukrainian inherent ethnic renaissance (rebirth).

3. Most ethnic minorities in Ukraine is part of ethnic groups, the core of which is outside of Ukraine.

Achieving Ukraine's independence changed the conditions of its international activities. Since that time, we can talk about their own, independent foreign policy. Its main principle is democracy and expanding economic cooperation. Our country participates in many international organizations, in the first place - the United Nations.

Extremely important geopolitical vector for our country since the early 1990's had a relationship with European countries. In recent years Ukraine has been artificially separated from Europe. But its modern European choice formed on objective factors and determined not only cultural and civilizational aspirations of Ukrainian, and purely geopolitical realities: as Ukraine - European country, located in the heart of Europe, at the crossroads of the world and European routes and simply doomed to develop close relations with all countries of the region. Since the early 90's getting better cooperation with the European Union annually increasing turnover. Ukraine was taken into many European international institutions: the International Monetary Fund, the International Bank for Reconstruction and Development, the Organization for Security and Cooperation in Europe. Shape and spread of cooperation with NATO. In 1994, our country was officially admitted to the Council of Europe, was launched application procedure since the World Trade Organization. Thus defined, and gradually realized by joining or, more precisely, the return of Ukraine to the European family of civilized nations.

International activities of our country, its foundations were laid in the "Basic directions of the foreign policy of Ukraine" (July 2, 1993), which defined a democratic foreign policy of Ukraine. The paper noted that the prerequisite of developing Ukrainian statehood is its active and full-scale entry into the international community.

In modern conditions of Ukraine's foreign policy is aimed at:

- The establishment and development of Ukraine as an independent democratic state;

- The preservation of its territorial integrity and inviolability of borders;

- Joining the national economy into the global economic system;

- Welfare;

- The protection of the rights and interests of citizens of Ukraine abroad;

- Support for relations with foreign Ukrainian.

In the foreign policy of Ukraine is given great importance to the expansion of its participation in the European regional cooperation, active participation in UN activities, cooperation with the countries of the European Union and NATO, as well as the development of bilateral relations with Russia, Belarus and Moldova.
