Существует разница в употребление грамматических конструкций после глаголов
to offer и to suggest :
He offered them two tickets to the concert. - Он предложил им два билета в театр.
He offered to help them. - Он предложил помочь им.
He suggested going to the country. - Он предложил поехать за город.
He suggested that they should go to the country. - Он предложил им поехать за город.
Обратите также внимание на передачу следующих конструкций в косвенной речи:
“Let’s play chess”, said Nick. -> Nick suggested playing chess.
“All right”, said Pete. -> Pete agreed.
“Oh, no”, said Mike. -> Mike refused.
