LAGUARDIA, NEW YORK

Volume: 27.2 million passengers

Hub: None

La Guardia is embroiled in a messy renovation that airport officials liken, with only faint exaggeration, to open-heart surgery performed on a marathoner while running. Rows of cranes and gaping pits separate the arrivals roadway from the main terminal, and passengers thread through dimly lit plywood-encased walkways to the street. Narrowed roads cause long traffic jams and even longer taxi queues. Inside, the work has crowded out some ticket counters and produced lots of scaffolding. New York's backyard airport will be under the knife until summer at least. Flight delays doubled two yeas ago and eased only somewhat during the concluding nine months of last year.

Making connections. The Pan American and Trump shuttles to Boston and Washington, D.C., account for about 1 in 6 La Guardia flights. Experienced commuters who miss Pan Am's shuttles, every hour on the half-hour from the Marine Air Terminal, flag down cabs and head for the Trump Shuttle terminal a mile away, where flights leave every hour on the hour. The ride costs about $4, but waiting for the free airport bus can eat up 20 minutes Very few passengers change planes at La Guardia, and the only tough connections involve busing from one terminal to another; an entire airport loop can take up to an hour. But Delta keeps private vans parked on the departure road nearby. They can rush latecomers to distant terminals in 10 minutes, traffic permitting.

JOHN F. KENNEDY (JFK), NEW YORK

Volume: 29.4 million passengers

Hub: Pan Am, TWA

The Ellis Island of the Jet Age, JFK handles 18 million overseas passengers a year, nearly twice as many as any other U.S. airport. But its busy skies cause one of the worst on-time records in the nation, and with $30 cab rides to New York and customs delays of up to 90 minutes, JFK has been losing European and Far Eastern business to Newark Airport and the Los Angeles and Miami airports. Still, the cheapest flights to Europe, Africa and post Soviet countries leave from here, and with the greatest frequency.
