Космічний апарат ГЛОНАСС призначений для роботи у складі глобальної навігаційної супутникової системи ГЛОНАСС в цілях безперервного, оперативного і високоточного навігаційно-часового забезпечення необмеженого числа рухливих об'єктів, що знаходяться на поверхні Землі, в повітрі і навколоземному космічному просторі, визначення місця розташування об'єкта по трьох координатах, швидкості і напряму руху, а також уточнення власного часу щодо шкали Госеталона (UTC) і Світового часом (UT-1).

Nadezhda spacecraft designed to operate as part of a space system (SS) working in the international KOSPAS-SARSAT system, used to determine the location of naval ships and aircraft in distress.
The SS includes an orbital group consisting of two to four spacecraft, a Cosmos-3M launch vehicle, ground-based satellite information receiving stations and control centers.
The satellites are in near-earth circular orbits with an altitude of about 1,000 km which allows searching for objects in distress in any region of the globe.
The operation of the system is based on the principle of a free access of signals from emergency radio buoys to the satellite equipment. The satellite carries an-on board radio complex consisting of two receivers operating on frequencies of 121.5 MHz and 406 MHz, a memory unit and a transmitter. The accuracy in determining coordinates of buoys operating on the frequency of 406 MHz is 3.6 km, and that of buoys operating on the frequency of 121.5 MHz is 20 km. In the zone of visibility it is possible to determine the coordinates of at least 20 radio buoys operating at a time.
