В.- А ты можешь назвать основных мировых экспортеров и импор­теров услуг?

А. - Да, вот они: Америка, Япония, Франция, Великобритания, Италия и Германия, т.е. шесть ведущих капиталистических го­сударств. На их долю приходится половина мирового оборота торговли услугами. Это говорит само за себя.

В. - Почему же мы не следуем их примеру? И чем скорее, тем

лучше?

А. - По-моему, нам нужно исправлять слишком много недочетов в настоящее время, заниматься совсем другими вещами, но я со­гласен, мы должны учиться. Слишком часто в прошлом мы не­дооценивали опыт передовых капиталистических стран, и нам совсем ни к чему повторять свои прежние ошибки.

To simplify and accelerate customs clearance procedures on goods crossing the inner boundaries of the member-countries the European Community decided in 1988 to replace about 80 various national documents in the Community by a Single Administrative Document which is a standard form of Customs declaration. Its introduction is a further stage of the Customs reform under way in the Community within the programme of setting up by 1992-93 a single internal Kuropean market which will accelerate the development of productive forces, consolidate its position on the world market in the sphere of Advanced technology and offset the growing competition with the USA and Japan. Also, it will deepen the international division of labour within the Community, expand cooperation ties in industry, science and technology, lower production costs and prices, improve the quality of products and thus raise their competitiveness.

The SAD may be applied to trade with third countries now, too. The SAD is written in 8 forms (in Belgium in 9 forms), each having I 54 blank spaces for information about the goods, the country of export, the country of import, transportation means as well as financial, banking, taxation and other data. Out of the set of 8 identical forms the first three are associated with exports, forms 1, 4, 5, 7 with transit and forms 6, 7, 8 with imports. Out of the first three forms Form I remains at the Customs office for control purposes, Form 2 is kept for statistics, Form 3 signed by the Customs authorities is handed over to the exporter.

When a single internal European market is set up by 1993 i.e. the EEC internal borders are abolished, the Customs control and other formalities will be abolished, too, and the SAD will only function in

trade with third countries.

Apart from simplifying and accelerating Customs clearance proce­dures due to unified foreign trade data and statistics, the application of the SAD makes their comparison less complicated and processing easier to to widely introduce automated and computer facilities at

Customs and use uniform computer language in a coordinated information pool (centre) within the European Community as a whole. Its overload with data is among its shortcomings.

So studying the new Custorms clearance procedures on the West European market is a must for all partners in the third countries including East Europe. And if a similar document is to be worked out for East European or other countries, their positive experience she be taken into account.
