The Pattern of Soviet Exports (Text 15 C)

A. "Let's speak about the problems facing our exports nowadays."

B. "In what respect?" ^l

A. "In respect of changing its pattern and improving our foreign trade

as a whole."

B. "All right. What's characteristic of our exports?" A. "First, we still export mostly raw materials. Secondly, the quality and technical standard of our machinery and equipment leave much to be desired, that is, scientific and technological progress which has marked the world market of machines and equipment seems to have by-passed our industry which is still manufacturing outdated models that do not meet the world market requirements. B. "Is that all?"

A. "Not quite, unfortunately. Thirdly, our factories still pay very little attention to the production of spare parts giving priority to the output of machines themselves."

B. "I know that ferrous metals, fuel, textile and timber accounted in 1987 for 70 per cent of the overall Soviet exports (or was it of exports of raw materials?). Anyway why couldn't our industry process them? It's well know the higher the degree of processing, the higher the prices on the world market."

A. "The main reason for it is that the existing wholesale prices prevailing on the internal market don't stimulate their higher processing." B. "I see."

A."So to improve the situation in this respect we should settle the price problem first of all. And the attitude of our factories and works to the production of spares for export and to the maintenance of our engineering products, should be changed because on the one hand, the trouble-free operation of the equipment exported will ensure its expansion and on the other hand, the profitability from the export of spares is often almost twice as high as that from the supply of equipment itself, to be exact it's 1.6 times." B. "And it's high time the share of finished products in our total exports should be increased and the degree in processing raw materials such as oil, coal, ferrous and non-ferrous metals, wood and textile intended for exports should double to say the least." A. "That's quite true." B. "What's being done to speed up scientific and technological

progress in our machine-building industry?"

A. "We're trying to change the pattern of our imports, that is increasing the share of advanced high-productive machinery and science-intensive equipment to modernize our home industry, the main aim being reconstruction and technical retooling, expansion and renovation of production."

B. "That must cost a lot. Where do we get the exchange needed? I hear we've got unfavourable trade and payments balances."

A. "Yes, unfortunately we do, for the first time in our history."

B. "What are we supposed to do about it?"

"I think we're going to reduce our imports of certain goods, example, cotton and cotton goods and food products that can successfully produced by home industries, which would finally cover all internal requirements. В. "I hope that'll remedy the situation and it won't take very long."

Воспроизведите в письменной форме разговор Петра Ветрова г-на Брауни при встрече в аэропорту (как долетели, как себя чувс. вуют, в какой гостинице будут жить, о встрече на следующий деиь в 10 часов утра, о том, что Петр Ветров заедет за ними, чтобы по казать им достопримечательности Москвы и что окончательные пе реговоры состоятся в помещении Министерства через день).
