Quality Assurance
Quality Assurance is the Contractor management process of systematic planning, implementing and evidencing organizational provisions, which, if properly applied, will reasonably assure Operator that the quality of the final product will be achieved in line with the Contract requirements.
Quality Control
Quality Control is the Contractor operational process of inspecting and testing individual components or assembled units or packages to check the conformity to Contract requirements, complemented by the recording of associated data.
Quality Surveillance
Quality Surveillance is the Operator process of monitoring at second level that the Quality Assurance and Quality Control are properly implemented by Contractor.

GENERAL RULES FOR IMPLEMENTATION
Quality is first the concern of the Operator: reliability of the Plant (to ensure steady revenues) will be directly linked to the Quality achieved during all steps of project performance.
Quality has to be prepared and the objectives defined during the Pre-Project Phase.
Quality can be checked and sometimes measured, but the most efficient way to obtain the best quality is to pay for it: “offer peanuts, you get monkeys” is always true.
Selecting professional contractors with a good knowledge of the specificity of the job is one essential step.
Agreeing a reasonable price for the contract is a key aspect

ENGINEERING ACTIVITIES
THE KEY TO QUALITY CONTROL: TECHNICAL COORDINATION
EXAMPLE : THE CONTROL of OFFSHORE PLATFORMS WEIGHT
Offshore platforms are designed to be installed by one or a few very specific equipments: derrick barge, launch barge…
Each lifting equipment has a limited capacity: 650 ST, 1000 ST……..2500 ST…..
Launch barges are also limited by the weight and dimensions of the module to be installed
Therefore, the strict control of the weight and dimensions of the offshore platform has to be organized all along the engineering phase.

CRITICAL EQUIPMENT
PROJECT QUALITY SURVEILLANCE PROCESS
For fabricated equipment, Quality is controlled through:
Quality audits of Manufacturer, and guidance on Quality issues
Quality Control assessment at manufacturing sites
The auditing work at the workshop can be undertaken by specialized Inspection agencies representing the main Contractor who , very often , does not have the qualified personnel available at site. Upon request, the inspector shall be given access to all relevant QA/QC documentation. He shall then produce an inspection report mentioning all observed deficiencies for contractor/operator attention and further remedial action.
For certain important items, the Operator may participate to shop inspection
